INSTRUCTOR—Thomas Tsui is the Founder and Lead Firearms Instructor of Tactical Baba. He brings 21 years of combined military and civilian law enforcement service to his community and country. Thomas began his military career as a Combat Engineer, and later went on to re-class to Military Police for the Virginia Army National Guard. During his military career, Thomas participated in 2 deployments: Operation Noble Eagle and Operation Iraqi Freedom. For Noble Eagle, he led efforts conducting a force protection mission for The Pentagon and two army bases within the Military District of Washington, D.C. During Iraqi Freedom, Thomas was the assistant convoy commander where he planned and executed on compiling intelligence, planning and execution of missions for convoy escort teams that operated in a large portion of Iraq.
Other notable military experience includes protective services work and entry breaching (explosive, mechanical, etc.) Thomas has also trained with the US Army Marksmanship Unit and shot competitively in state and national competitions.
Thomas’ civilian law enforcement career includes two local law enforcement agencies: Arlington County Police Department in Virginia, and Travis County Sheriff’s Office in Texas. In Arlington, Thomas was a patrol officer with additional assignments to investigative units and joint operation task forces. At Travis County, he served a brief period as a corrections officer before going to work in the private sector as a consultant, and later a project manager.

Design Engineer--Allen Roy serves as the Engineering and Logistics lead at Tactical Baba, bringing a disciplined, mission-focused approach shaped by both military service and decades of technical experience. A veteran of the United States Marine Corps, Allen served as an equipment technician with extensive weapons training across multiple platforms. His time in the Marine Corps instilled a deep respect for firearms safety, reliability, and performance under stress—principles that directly align with Tactical Baba’s training philosophy.
With over 20 years of technical experience and more than a decade spent in engineering roles at industry-leading manufacturers, Allen has developed a strong command of how complex systems are designed, tested, and sustained. He applies this expertise to firearms training by ensuring that equipment, range setups, and support systems are engineered for real-world use rather than ideal conditions. His background allows him to evaluate gear not just for function, but for durability, maintainability, and consistency—critical factors in high-quality firearms instruction.
In his logistics role, Allen oversees the planning and coordination that keep Tactical Baba courses running smoothly. Drawing on both military logistics principles and private-sector engineering practices, he ensures that firearms, ammunition, and training resources are available, organized, and ready.
Allen’s combined experience as a Marine, technician, and engineer makes him a key asset to Tactical Baba. His ability to bridge hands-on weapons experience with advanced engineering and logistics ensures that students train in an environment that reflects real operational demands, supporting Tactical Baba’s commitment to professional, reliable, and effective firearms training.
